ABOUT THE BOOK:- The book, broadly, covers the experiences of Decentralisation in South Asia in general and India in specific. In Indian context the focus is on Institutional arrangements for Democratic Decentralisation, Constitutional mandatory provision of reservations to the lower casts, Scheduled Tribes and women, the role of local governance in service delivery, such as MGNREGA, Public Distribution through E-governance mechanism, Health Services, transference accountability, intuitional conflicts and experiences since constitutional amendment Acts. Another important element of the book is that it has focused on two types of areas, one is All India perspective and another one is emerging experiences from different states of India. The states includes Andhra Pradesh Assam, Kerala, Maharashtra, Odisha, Telangana, Uttarakand and West Bengal. The volume also deals with Policy perspective of the Indian state, the emerging issues such as devolution of funds functions and functionary's, community participation planning, natural resource management, centrally sponsored schemes, parallel institutions and need to strengthen these institutions for inclusive governance.

ABOUT THE AUTHOR:- E. Venkatesu obtained higher education from Jawaharlal Nehru University, New Delhi, and University of Hyderabad. He was fellow Sir Ratan Tata Trust-Naandi Foundation. He worked as training and research coordinator in Society Elimination of Rural Poverty, Hyderabad and faculty in the Centre for Panchayati Raj of National Institute of Rural Development and Panchayati Raj. He was Coordinator for the National Advisory-cum-Review Committee on Backward Regions Grant Fund appointed by the Ministry of Panchayati Raj, Government of India. He was Member of the delegation led by the Union Minister for Rural Development and Panchayati Raj, Govt. of India to Norway in 2010. He is member advisory committee, Decentralisation Community Solution Exchange of India (UNDP). At present he is faculty in the Department of Political Science, University of Hyderabad and also coordinating Lokniti (CSDS) activities for Andhra Pradesh. He has published Grassroots Politics in India (2009) and Panchayats and Building of Model Villages (2013). The areas of interest are public policy, governance, election studies, social movements and human rights.
